"rigid routine work, under close surveillance, they are of no
"use scientifically.
"Further 1 have made enquiries from other Medical
"men in hongkong, and find that their opinions, as to the value
"of the Chinese student for scientific purposes, coincide with
"my own.
"Furthermore, my present Chinese Assistant Dr. Lee
"Yin Sze, performs his duties regularly, but shows practically "no keenness in his work, or interest in the Sub-Department. On
"several occasions I have had to call him to attention in re-
"-gard to his slip-shod methods of performing his work.
"Dr Lee Yin Sze's Agreement expires on the 15th.
."October, 1905.
"I do not think, that on the completion of the
"lostitute, these students should be employed.
"It is obvious to me, that in order to ensure ef- "-ficiency and progress in the research work of that Institute, "and the conscientiousness required for the careful preparation "of sera, assistance from some other quarter must be obtained.
"The risks, attached to the preparation of sera,
"are great. I may mention the contamination of sera, prepared "in India, and the occurrence of fatal Tetanus in those inocula- "-ted with such sera. Again if Smallpox Vaccine is not careful- "-ly prepared, there is always the possibility of an outbreak "of erisepelas after vaccination. Of such mistakes, there are "many instances, but these may serve to emphasize the importance "of having absolutely reliable assistance in an Institute "similar to the one we are, in future, 'to possess in, Hongkong"."
